ایتالیا به جنگ حوادث کشاورزی می‌رود؛ تامین پول تازه برای تامین ماشین‌آلات ایمن

فرانچسکو لولوبریجیدا، وزیر کشاورزی، حاکمیت غذایی و جنگل‌های ایتالیا، در یک نشست خبری در رم اعلام کرد این بسته شامل 3 ابزار حمایتی است که با هدف واحد «افزایش ایمنی در کشاورزی» طراحی شده‌اند. به گفته او، تمامی ابزارهای اصلی خرید و به‌روزرسانی ماشین‌آلات مکانیزه با افزایش قابل توجه منابع مالی، مجدداً تأمین اعتبار شده‌اند.

بر اساس توضیحات ارائه‌شده، نخستین اقدام مربوط به باندو ISI اینایل (INAIL) برای خرید ماشین‌آلات و تجهیزات دارای استانداردهای بالای ایمنی است. اعتبار این برنامه که در سال ۲۰۲۴ با بودجه ۹۰ میلیون یورو آغاز شده بود، اکنون تا سقف ۲۴۸ میلیون یورو افزایش یافته است.

دومین محور، صندوق نوآوری ایس‌مئا (ISMEA) است که پیش‌تر با ۲۹۰ میلیون یورو برای خرید ماشین‌آلات نسل جدید فعال بود و اکنون با افزوده شدن ۱۰۰ میلیون یورو دیگر برای دوره ۲۰۲۶ تا ۲۰۲۷، مجموع منابع آن به حدود ۴۰۰ میلیون یورو می‌رسد.

سومین ابزار حمایتی، پرداخت یارانه‌ای معادل ۸۰ درصد هزینه‌ها برای نصب تجهیزات ایمنی و کنترلی روی ماشین‌آلات دست‌دوم است؛ تجهیزاتی مانند رول‌بار، کمربند ایمنی، هشداردهنده‌های صوتی و نوری و همچنین دوربین‌های پایش عملیات. این طرح ویژه بنگاه‌های خرد، کوچک و متوسط کشاورزی و خدمات مکانیزه است و به گفته وزیر، حاصل همکاری مشترک وزارت کشاورزی، اینایل، ایس‌مئا و مرکز پژوهش‌های کشاورزی (CREA) به شمار می‌رود.

لولوبریجیدا تأکید کرد که این بسته حمایتی نتیجه همکاری نظام‌مند نهادهای دولتی و تشکل‌های بخش کشاورزی و مکانیزاسیون طی 2 سال گذشته است و نشان‌دهنده رویکردی هماهنگ برای افزایش ایمنی و سرمایه‌گذاری در این بخش محسوب می‌شود.

در واکنش به این تصمیم، ماریا‌ترزا ماسکیو، رئیس فدراسیون تولیدکنندگان ماشین‌آلات کشاورزی ایتالیا (فدراوناکوما)، اعلام کرد: «نوسازی ناوگان ماشین‌آلات کشاورزی نه‌تنها برای بهره‌وری و پایداری ضروری است، بلکه پیش از هر چیز برای حفظ جان اپراتورها اهمیت دارد؛ چرا که بسیاری از آن‌ها هنوز با ماشین‌های فرسوده و پرخطر کار می‌کنند.»

به گفته فدراوناکوما، طبق آمار رسمی اینایل در سال ۲۰۲۳ میلادی، حدود ۲۷ هزار حادثه شغلی در بخش کشاورزی ثبت شده که ۱۳۸ مورد آن منجر به مرگ شده است.

سیمونا راپاستلا، مدیرکل فدراوناکوما، نیز با تأکید بر بُعد فرهنگی ایمنی گفت: «ایمنی تنها یک موضوع فنی یا حقوقی نیست، بلکه پیش از هر چیز یک مسئله فرهنگی است.» او افزود: پیش‌بینی منابع مشخص برای ترویج و آموزش ایمنی اهمیت بالایی دارد و این فدراسیون از طریق آکادمی آموزشی خود (AFI) از اوایل سال ۲۰۲۶ دوره‌ها و سمینارهایی برای کشاورزان و تکنسین‌ها درباره استفاده ایمن از ماشین‌آلات برگزار خواهد کرد.

Italy takes on farm accidents, injecting fresh funds to secure safer agricultural machinery

ROME:  Italy’s agriculture minister on Tuesday unveiled a package of measures aimed at reducing accidents in the farming sector, with a strong focus on renewing machinery and improving safety standards on farms, according to Iran’s KashtavarPlus Internet TV, citing the press office of FederUnacoma.

Francesco Lollobrigida, minister of agriculture, food sovereignty and forestry, said at a press conference in Rome that the plan brings together three separate support instruments under a single objective: improving safety in agriculture. All major schemes supporting the purchase and upgrading of mechanical equipment have been substantially refinanced, he said.

The first measure involves the refinancing of the INAIL ISI call for the purchase of machinery and equipment meeting high safety standards. Funding for the scheme, launched in two thousand twenty-four with an allocation of ninety million euros, has been increased to a total of two hundred and forty-eight million euros.

The second measure concerns the ISMEA Innovation Fund, already active with two hundred and ninety million euros earmarked for the purchase of next-generation machinery. The fund has now been strengthened with an additional one hundred million euros for the two thousand twenty-six to two thousand twenty-seven period, bringing total resources to around four hundred million euros.

The third measure provides grants covering up to eighty percent of costs for installing safety and control devices on used machinery. These include roll bars, seat belts, acoustic and visual warning systems, as well as cameras to monitor operations. The scheme targets micro, small and medium-sized agricultural and agromechanical enterprises and is the result of cooperation between the agriculture ministry, INAIL, ISMEA and the agricultural research council CREA, Lollobrigida said.

The minister stressed that the package reflects close cooperation between public institutions and organisations representing agriculture and agricultural machinery, adding that the relaunch of investment in the sector is the outcome of systematic work carried out over the past two years.

Commenting on the measures, Mariateresa Maschio, president of FederUnacoma, the Italian federation of agricultural machinery manufacturers, said renewing the agromechanical fleet was essential not only for productivity and sustainability but above all for operator safety. Many farmers, she said, continue to work with obsolete and potentially dangerous machines.

According to official INAIL data cited by FederUnacoma, around twenty-seven thousand workplace accidents were recorded in agriculture in two thousand twenty-three, including one hundred and thirty-eight fatal incidents.

Simona Rapastella, director general of FederUnacoma, said safety was not only a technical or legal issue but прежде of all a cultural one, welcoming the allocation of specific funds for outreach and awareness. She added that training also plays a crucial role and said FederUnacoma, through its AFI Academy training arm, will from early two thousand twenty-six offer seminars for farmers and technicians on regulations and best practices for the safe use of agricultural machinery and equipment.
